Overview and Strategic Context

Quantum technologies are rapidly emerging as a frontier scientific domain, possessing the potential to revolutionize critical sectors including next-generation computing, secure communications, precision sensing, cybersecurity, and advanced materials science. Recognizing the strategic imperative of this technological wave, the Government of Maharashtra has conceptualized the Quantum Technology and Skilling Initiative. Implemented under the aegis of the Higher and Technical Education Department, Government of Maharashtra, this initiative is designed to build comprehensive state-level capabilities in research, education, and workforce development. Crucially, it operates in seamless synergy with the Government of India’s National Quantum Mission (NQM), aiming to elevate Maharashtra’s foundational role within the national and global quantum technology ecosystem.

Vision

To catalyze Maharashtra’s emergence as a premier national hub for quantum technologies by institutionalizing a robust ecosystem characterized by a future-ready workforce, state-of-the-art research infrastructure, and synergistic industry-academia collaborations.

Institutional Framework and Nodal Partners

To ensure grassroots implementation and world-class research outputs, the initiative is anchored in collaboration with premier technological and scientific institutions across the state. These institutions will serve as Centres of Excellence (CoEs) for quantum education, research, and skill development:

  • Indian Institute of Science Education and Research (IISER), Pune
  • Visvesvaraya National Institute of Technology (VNIT), Nagpur
  • College of Engineering Pune (COEP Technological University)
  • Veermata Jijabai Technological Institute (VJTI), Mumbai
  • Dr. Babasaheb Ambedkar Technological University (BATU), Lonere.

Strategic Pillars and Key Interventions

  1. Academic Integration & Skilling Framework

Mainstreaming quantum technologies into higher education through the introduction of specialized academic curricula, elective modules, and targeted certification frameworks. Focus areas include quantum computing, quantum communication, quantum sensing, and quantum materials.

  1. Infrastructure Augmentation

Establishment of cutting-edge Quantum Simulation Laboratories at participating nodal institutions to facilitate hands-on experiential learning, advanced experimentation, and high-impact scientific research.

  1. Capacity Building & Faculty Development

Designing comprehensive training modules for educators and researchers to upgrade institutional expertise, ensuring a self-sustaining academic and research environment in quantum sciences.

  1. Industry-Academia Synergies

Forging strategic alliances with technology conglomerates, R&D organizations, and the private sector to ensure that training remains industry-aligned, while facilitating internships, joint research, and accelerated technology transfer.

  1. Deep-Tech Innovation & Entrepreneurial Ecosystem

Catalyzing the regional startup ecosystem by providing incubation support, promoting deep-tech innovations, and bridging the gap between laboratory research and commercial quantum applications.
