Aspirational Block Development Programme. (ABDP)

The Aspirational Blocks Programme (ABP), launched by NITI Aayog in March 2023, builds on 39 Key Performance Indicators (KPIs) across five thematic areas—Health & Nutrition (30%), Education (30%), Agriculture & Allied Services (20%), Basic Infrastructure (15%), and Social Development (5%)—aligned with six Sustainable Development Goals (SDGs 3, 4, 6, 8, 9, 10). These KPIs, sourced from Central Ministry databases, ensure data integrity and reduce administrative burden. Targeting 500 underdeveloped blocks across 330 districts in 27 states and 4 Union Territories, ABP focuses on Maharashtra’s aspirational districts like Nandurbar, Osmanabad, Washim, and Gadchiroli. The first delta ranking (March–June 2023) measured progress using a 3Cs Approach—Convergence, Collaboration, and Competition—to drive development. In its first year, 4,500+ block-level officials underwent leadership training, leading to Block Development Strategies (BDS) through Chintan Shivirs. Maharashtra selects blocks based on population (25%) and per capita GDP (75%), ensuring equitable representation.
