Agriculture and Allied Sectors
Overview
Maharashtra, a diverse and economically significant state in India, boasts a rich agricultural heritage. Agriculture is the backbone of Maharashtra’s economy, contributing around 11% to the state’s GDP and employing over 50% of the workforce. Maharashtra is a major producer of a variety of crops, including cotton, sugarcane, rice, wheat, pulses, oilseeds, fruits, and vegetables. Maharashtra is renowned for its progressive agricultural practices, leveraging advanced technologies and irrigation systems to optimize yields. Additionally, allied activities such as animal husbandry, dairy farming, and fisheries play a vital role, contributing significantly to the state’s agricultural economy.
Key Challenges and Focus area
Despite its significance, the Maharashtra Agriculture Sector faces challenges such as:
- Water Scarcity: Maharashtra is a water stressed state and often grapples with water scarcity due to irregular rainfall patterns and over-extraction of groundwater. Lack of proper irrigation facilities affects crop productivity and agricultural sustainability.
- Land Fragmentation: Fragmentation of agricultural land into smaller plots is a common issue in Maharashtra. Small landholdings are limiting the adoption of modern farming techniques and thus reduce economies of scale, making farming less profitable.
- Debt and Farmer Suicides: Many farmers in Maharashtra face debt burdens due to various factors, including crop failure and high input costs. This economic pressure leads to distress, contributing to farmer suicides, which have been a grave concern.
- Market Access and Price Volatility: Limited access to markets and lack of fair pricing mechanisms often result in farmers not getting the deserved value for their produce. Fluctuating market prices make it difficult for farmers to plan their cultivation practices effectively.
- Lack of Technological Adoption: Limited awareness and adoption of modern agricultural technologies and practices hinder efficiency and productivity. Training and support are necessary for farmers to benefit from advancements.
- Lack of access to credit: Many farmers in Maharashtra lack access to formal credit, which makes it difficult for them to invest in their farms.
Future Roadmap for Improving Overall Ecosystem of Agriculture and Agriculture Allied Activities
MITRA is committed to working with the Maharashtra government, agricultural research institutions, and other stakeholders to address the challenges faced by the state’s agriculture sector and to promote its sustainable development. MITRA’s focus areas for the agriculture sector include:
- Area Under Irrigation: MITRA will provide guidance and support through policy intervention and implementation strategies for swift execution of ongoing irrigation projects in Maharashtra and effective monitoring of the progress of the projects and their outcomes.
- Promoting value addition: MITRA will support the development of Food processing industries and agro-based industries to promote value addition in the agriculture sector and create new jobs.
- Price Stabilization and Farmers Income Growth: MITRA will help understand post-harvest challenges faced by the farmers and suggest interventions to ensure the farmers get the right price for their produce resulting in increased farmer income in the state.
- Export Potential: MITRA will provide inputs in areas such as Market Research; Crop Diversification; Quality Control and Certification; Technology adoption; Capacity Building of Farmers and Export Promotion which will empower farmers in Maharashtra to develop export potential
- Encouraging private investment: MITRA will work to create a conducive policy environment and provide incentives to private investors to encourage investment in the agriculture sector.
- Development of Agriculture Produce Markets: MITRA will suggest policies to facilitate development of Market Places and Agricultural and Allied Activities Clusters within the State of Maharashtra. Facilitate engagements with Private/ Multinational players active in Agriculture Ecosystem to provide direct marketplace to the farmers with these entities.
MITRA Projects
In order to achieve the desired targets in the Agriculture and Allied Activities Sector, MITRA has initiated action on the following focus areas:
Irrigation
MITRA, in consultation with the Water Resources Department, GoM has initiated the project of identifying such Irrigation Projects within the State of Maharashtra which can be completed within the next 12-18 months. Applying certain criteria, MITRA has been able to shortlist such critical projects which if completed within the targeted timelines will substantially improve the Area under Irrigation in the State of Maharashtra and help resolve the water crises primarily faced by the Agriculture Sector. MITRA is also coordinating with bankers such as NABARD, SBI, LIC to raise funds for these shortlisted irrigation projects. MITRA will be the nodal agency which monitors the progress of these projects.
State of Maharashtra for Agriculture and Rural Transformation (SMART)
SMART project aims to transform Rural Maharashtra through interventions in Agriculture and Livelihood Sectors, assisted by World Bank. Over the years, Government of Maharashtra has been consistently putting efforts and resources through various central and state government schemes, programs and projects for development and transformation of agriculture and rural sectors and actively seeking private sector participation in these initiatives. However, in spite of the continued efforts, the progress in the project implementation has not been up to the mark. MITRA is currently working with the Agriculture Department, GoM and the SMART PIA to suggest policy changes to rapidly expand the coverage of the project, focusing on improving the inclusion of Farmers Producers Organizations particularly in the Marathwada and Vidarbha Region.
